Why did it need changing?

Serps has been changed many times over the years – which is one reason why so few people really understood it. It was overhauled completely and transformed into the Second State Pension in 2002 because the Government decided it was unfair to lower or more modest earners, to those who spent many years as carers and to those whose working lives were broken up by illness or disability.
